I also wouldn't backup browser cache files, or anything temporary like video rental movie files (those could be a hundred gigabytes), or things that really waste a lot of space and can easily be re-created such as Xcode simulator images and docker containers or virtual machines. Your operating system for example is a read only volume, highly unlikely to ever be corrupted, and can easily re re-created from scratch by simply booting any Mac in Internet Recovery mode. Note you really don't have to backup everything. You could also technically use iCloud, but I wouldn't since it will copy all your backups to every device you own, which is a huge waste of storage space and bandwidth) Arq can backup to almost any cloud service, but Backblaze B2 is by far the best. In the cloud (easiest option is Backblaze, but you could potentially save money by using Arq and the Backblze B2 service - which is different to regular Backblaze. On an external Hard Drive (easiest way to do this is with Time Machine, but you could use Arq or something else) Ignoring item 2, your three copies of the data should be 3 copies of all your data, 2 different media formats (this is kinda obsolete - made more sense in the old days when every few years someone invented a cheaper way to backup files) and 1 of your backups is offsite. The generally recommended backup approach (for anything, including Macs) is the 3-2-1 backup strategy. Totally worth paying for that service in addition to backups. ICloud is a sync service - it copies photos and documents and settings between all your devices. It can't backup a Mac at all, but happily there are better options.
ICloud can only backup iOS devices, and it's very good at that (though there aren't any better options sadly).
